HUD’s August 2026 CCD Update
HUD’s August 2026 update to the Community Choice Demonstration (CCD) marks a meaningful shift in how mobility services are delivered to Section 8 Housing Choice Voucher families. By officially removing the Selected Mobility‑Related Services (SMRS) treatment arm, HUD is streamlining the demonstration and reducing administrative complexity for Public Housing Agencies (PHAs). This change allows agencies to focus more directly on service delivery rather than navigating multiple experimental frameworks.
Another major update is the early closure of CCD study enrollment, which ended on June 30, 2026. While families will no longer be added to the formal evaluation sample, PHAs are still encouraged to provide mobility services to eligible households. HUD will continue tracking service delivery through December 31, 2026, ensuring the demonstration’s final year produces complete and useful data. This transition shifts the emphasis from research compliance toward practical, real‑world implementation.
HUD also extended the availability of mobility services through October 1, 2028 and introduced new guidance on recapturing and reallocating Mobility Demonstration Voucher (MDV) funds. PHAs that effectively engage families and landlords may benefit from redistributed resources, while underutilized programs may face adjustments. Overall, the August 2026 CCD update signals HUD’s commitment to long‑term mobility support, clearer program structure, and more responsive funding strategies that strengthen housing opportunities for families nationwide.
